Dr Moses Tiffa Baio


Dr Moses Tiffa Baio is the Director-General of the Civil Aviation Authority in Sierra Leone from July 2018 to date.  He is also the Second Vice President of the International Civil Aviation Organisation Bureau on Aviation Safety for Africa and Indian Ocean Countries. He was the Chairman of the Technical Committee for the Roberts Flight Information Region.

He is a public policy expert in Air Transport and Civil Aviation Administration with over decade long experience in senior management positions, sound knowledge in organizational behaviour and strategic management. He has high analytical skill and equipped with wide range of experience on global aviation industry dynamics and practice.

Dr Baio is an unassuming leader and highly respected personality amongst his Colleagues on Aviation Security and Safety policy regimes across the African continent. As Head of Aviation industry in Sierra Leone, he brought leadership innovation through the development of people’s capacity, structured work environment and has been able to institute a high-level professional process that is benchmarked against international standards. Locally, he has established an effective and efficient autonomous Civil Aviation Safety and Security oversight System for all players within the regulatory body and among the service providers.

His pragmatic and collaborative approach in addressing Aviation Security and Safety issues in Sierra Leone has led to the state surpassing the regional Aviation Security target of 65% set by the International Civil Aviation Organisation for African Countries to 71.9% rated amongst the top five countries in the ECOWAS region.

His pragmatism has also led to the successful implementation of Aviation safety projects notably the ICAO Safe Fund Project to enhance Aviation safety, which was implemented by the United Kingdom Civil Aviation International-UKCAAi.

Dr Moses Tiffa Baio is a graduate in Doctor of philosophy in Business Leadership from Ghana Institute of Management and Public Administration (GIMPA) and possesses a depth of practical leadership experience in the public sector, managing Senior Management personnel spanning over a decade.
